New account creation problems...[SOLVED]

Hello. I have never had to set up more than one account for an OS before, but figured it would be the simplest way to fulfill my sister's roommate's request . She does not want Internet access anymore. I went to System>Administration>Users and groups, created her an account, set it NOT to have internet access through modem OR ethernet, set up her password and for both accounts to require password at login. Simple, right?

Problems:

The system was installed with option NOT to require password, and though I changed both account settings to require this, the system still Logs in to my Sister's (Administrator) account automatically, giving no option to log in to her roommate's account, or require any password.

I logged off after the automatic login, and logged into her roommate's account with her own password, and even though I gave NO internet permissions to the account, I was able to connect and surf at will.

What can I do to remedy this?

Is this something I have to use command line for, or edit a cofig file?

There should be a box to allow multiple users and auto login in the admin section.

Well, I'll take a peak at it when I can, (Only every Sunday afternoon)...thanks for the reply, SERIOUSLY; Thank you...been waiting for help on this a while...but I'm having a memory problem, are U saying when I go to [System>Administration>Users and groups] there is an "Admin" section? If so, I believe I may already have done it, and if I have not, I fear I still may end up logging into the new account and being able to utilise the internet...As I had said, after logging out of my sister's account, and logging into her friends account, even though the settings forbid it....I CAN surf at will...

You can always log in as root. The root password is not set, so you have to set it in the terminal.
open up a terminal and type sudo passwd

Gonna post the solution my Go-To Guy showed me. Had to edit out the account...I will have full steps used posted by next Tuesday. I don't really like to bug my buddy too much about such issues, as he is a busy man trying to get a buisiness off the ground and going to school, but I really was needing a fix for this one...I'll need it for myself, soon, to keep some youngsters off the W W W.... :D
