Finally got my internet straightened out (again) and will be installing 2.6.5 but wonder if what is the latest version of KDE I can install with it.

i really like the latest KDE 4.8.whatever it is, runs nice on 3.0.1 although i have had a few errors pop up, not had time to look into them, nothing that effects usage so all is well, 
although depending on your hardware it may be a bit sluggish
