Gwget is a download manager that is easy to use(Install from Synaptic Package Manager). There are many others.

If you are simply looking for a good P2P (Peer to Peer) program, Limewire for Linux was written under the GPL and is free if you know where to look. It looks & works just like the M$ version.

Frostwire. It's in the Repo and is therefore installable by sudo apt-get install frostwire or via Synaptic.

Please explain exactly what you are trying to do. If you know where the .mp3 file is on the internet you can use your web browser to download it. There are plenty of sites that have free music for all kinds of really good indie bands. If you are looking for established bands there are plenty of sites where you can download music at a nominal fee. There are also plenty of free radio stations to listen to whatever kind of music you like. Here is a good one: http://www.sky.fm/
