It is a live DVD. It should have downloaded to a .iso file which is a disk image that you will need a burning utility to burn to DVD. Just do a google search for 'How to burn an .iso' and you'll come up with all kinds of stuff. I also suggest you read the STICKY about things you need to check and do before install.

GO INTO YOUR BIOS AND MAKE SURE IT IS SET TO BOOT FROM YOUR OPTICAL DRIVE FIRST. THEN TRY THE DISC AGAIN.

Did you check the MD5SUM of the file you downloaded? Did you burn at a slow speed? These are some of the most common issues with an installation problem. Did you read the STICKY about what to do?
