Processor running at low frequency

When i go to system tools and sysinfo to get my processor info it shows my processor frequency only about half of what its supposed to be. I think this might just be a laptop powersaving thing because i dont have this problem on my desktop.Although i usually have my laptop plugged in and i would rather have full processor functionality. Is there a way to turn off whatever power saving app that is doing this. I already tried disabling powersaving on the bios and that didnt change anyting.

This is not a problem. It's just power saving. Try running Gimp and see if the freq goes up.
