Need help and advice website creation.

I know this is not directly Ultimate Edition related. But I have come to trust the advice and expertise of the Ultimate Edition community and creators. I have been on Ultimate Edition Christmas Edition and could not be happier with the current perfection. Thanks Theeman.

Anyways, I am trying to create a website to help my local dance community grow. Dances like tango, blues, swing and more. I plan on doing some pages on history, explanations, bio of locals, and a calendar for all the events in the state. I want to have a backbone that will allow me to let event leaders in the area sign up so they can add or subtract events they might have added to the calendar. That way they can moderate it themselves. Cuts down on my work and creates a situation where people can't whine about politics of treating people different.

My main problem is what kind of backbone should I use? Because just normal pages will not serve that purpose. If you guys don't know, do you have suggestions on where I should ask? Size is going to end up being around a hundred pages.

Thanks
N
