Actually to have a "Welcome" sound at the log in window in 10.04 an 10.10 you have to replace the, system-ready.ogg in the usr/share/sounds/ubuntu/stereo folder,with a file with the same name and extension,.oog Then after login is confirmed your file should be, desktop-login.wav in any new sound folder you install.
To install a new sound in the ubuntu stereo folder and to install a new sound folder in sounds.
Open terminal run the command

gksudo nautilus
Enter your password, and navigate to your new sound and or sounds folder, copy and past to usr/share/sounds, be sure to check permissions of the folder and enclosed stereo folder (Others and Group to "Access files")
Then open sound preferences and choose your new sounds, the login "Welcome" will automatically pull from the ubuntu sounds folder by default ! after that the desktop login and system sounds will pull from the sound you have chosen in preferences ! Hope this helps!
