My upper panel is locked. I added some applications by drag and drop to the upper panel BUT now I cannot. When I right click on upper panel, it shows only help and about. No option for addition. Thanks in advance.

Hello, I don't know any way to lock/unlock the entire upper panel. Probably just a glitch for this session, hopefully. Did you try a restart of the computer? Does this strange issue remain?

To unlock the upper panel use the Ubuntu tweak.
you have the option to unlock the panel there:
