Tooltip Effects

This is my first post to the forum so bear with me.
1. To all of you involved in creating this OS my hat is off to you. GREAT JOB!!! FANTASTIC WORK!!!
2. I have been a fan of Ubuntu for a couple of years now, but have been using Ultimate Edition since 2.4....LOVE IT!!!
Alright, now that that is out of the way.

*The issue that I am having may be a simple oversight on my part, but I can't seem to find a way to turn off the random effect when I hold my mouse over an item and the tooltip window pops up then closes. It is obviously set to close to the beat of random effects.*

Question??? How to disable the tooltip effect when it is NOT enabled in the compiz animation settings?

As you can tell from the attached photo I do not have it set to be random at all.
Any help on this issue would be greatly appreciated.

Thanks Black Wolf for the quick response.
I have used the opacity from the General Options before in other OS's, but it seems to be missing from this one. On the other hand there is the Opacify under the accessibility section in the compiz. I suppose it would serve the same purpose, but I am not looking to make my tooltips disappear all together. I would just like to know how to access the Effects Settings that have been pre-arranged into the OS so I can get more control over the actions of my little OCD...lol
