Well I spared some time and this was my experience:
KChildlock: I didn't tried it. It said: "is a Linux tool that monitors and restricts the usage time of a children's time spent on the computer" plus the .deb I found was an i386 so couldn't even install it, and didn't tried harder 'cause it just let you put limits on time.
mintNanny: I tried so mad to install this one, but couldn't. The dependences are not for ubuntu, and didn't find a way to install them as well. It looks to make what I want.
WebContentControl: This one is a really GUI for the DansGuardian-TinyProxy-Firehol "family". It would have saved a lot of time when I was learning about them and I really think it should come by default in a Distro. But sadly it is not what I need, because you can just stop everything whit the sudo pass.

Now about the encrypting thing.
I read about it, and as far as I have learnt; you need to encrypt an empty folder, but not sure (there is a -parameter for not empty folders, but to be honest I can't use it.) Another question is that the files to encrypt are used by dansguardian at least at the start, and I don't know if you can encrypt them and still been "usable" for the system.
Been specific these would be the files to encrypt -prevent anyone to access them, even root-

/etc/dansguardian/lists/exceptionfilesitelist
/etc/dansguardian/lists/exceptionfileurllist
/etc/dansguardian/lists/exceptioniplist
