right you are .. it is installed ... have the ccc , guess I got thrown off cause of course ,first thing I try to do is try to change visual effects in appearances ... and it couldn't find the drivers and asked to enable fglrx driver ...
I left it as is

To make sure you can use quickstart to look at your xorg file.If it has ati somewhere listed its installed.
Now you can tweak the hell out of that driver(change that xorg file).But don't recommend it for a new user.Its very easy to end up with a blank screen.
