Desktop Notification Pop-ups

Ive installed 3.5 probably 30 times. i end up screwing it up or changing hardware configurations or for whatever reason.

Ive noticed the pop up notifications in the top right corner after installing (almost like its every other installation) the notifications have a close button instead of blurring out when moused over. I'm talking about the notifications that tell you there are new updates or your connected to a network/internet. in some installations when you mouse over them the just blur out, and other installations when moused over an "X" appears in the top right corner allowing the notification to be closed, and they don't blur out when moused over. The notification pop ups when they have the X also have curved corners, and a white thin frame around them. its like CONKY when its set to its own window, instead of desktop. (if you know what i mean by my poor explanation)

I want the X so i can close them. Ive also noticed this is specific to 3.5, and does not work on any previous version of Ultimate Edition leading me to believe its something to do with KDE, or it might be MATE. Or maybe its a flaky setting in Compiz...

either way i would like to not to have to reinstall 2 times (cause its like every other install) to get this feature. does anyone else see this or have this close feature, and how do i activate it other then reinstalling...
