im still getting the no frequency when i boot up

ok that usually works. sometimes ya have to get creative with the settings though. what is the manufactur and model of you monitor?

im not finding any info on that monitor at all. google turns up nothing. emachines website has nothing. do you know what the specs are? supported resolutions and sync rates? do you have a manual?
the settings i gave you for the usplash.conf "usually" work. but sometimes you just have to try different settings.
you did do
sudo dpkg-reconfigure usplash
after you edited the file correct?
its actually an issue w/ ubuntu itself. its not Ultimate Edition there are alot of ppl struggleing w/ this because there is such a vast possiblity of settings for that one file.
