CPU usage issues in Ultimate Edition 4.0

I'm using an old Thinkpad T43 with an Intel Pentium M Processor (1.86 ghz) but Ultimate Edition 4.0 is only using 800 mhz of CPU power. Is this a known issue? I've tried adding a CPU Frequency Monitor to a panel but when I select 1.87 GHz from the dropdown menu, nothing happens. Please help!

Have you tried turning off power savings in the bios?

Update... the hardware has given up the ghost. I'm going to pick up a cheaper laptop from somewhere to mess around with. Thanks though.
