Perhaps you are downloading a file that is not fully mirrored yet (there isn't one Sourceforge server, there are many).
Perhaps you are not downloading from the server that is nearest to you - or perhaps you are, but it is the slowest and/or most-heavily trafficked.
Last time I downloaded a large file from SF, I saw miserable speeds like you mentioned. I canceled the download, manually picked a different server, and then saw around 1.2 megabytes per second (with occasional jumps to 1.9 megabytes per second). It was on my friends 30mbit/second connection, so it was still less than optimum. But it was reasonably fast, nonetheless.
